Harry A. Capers Jr., P.E is a member of the New Jersey’s Senior Executive Service and a 24year veteran of the department, Harry is a licensed Professional Engineer and a Certified Public Manager. He holds a Bachelor’s of Science and Masters of Science degree in Civil Engineering from PolytechnicUniversity, Brooklyn, NY and a Masters of Public Administration from Rutgers University, Newark, NJ. He represents New Jersey on the AASHTO sub-committee for Bridges and Structures and currently is serving on that body’s Technical Committees for Load and Load Distribution as Vice Chairman, and as a member of the Technical Committee for Moveable Bridges and Seismic Design. He is currently also participating on several ongoing National Cooperative Highway Research Project panels. He was recognized as the 1996 Government Engineer of the Year by the NJ Central Chapter of ASCE and has been awarded two Certificates of Professional Achievement by the NJDOT.

Helene Cook, PE, is a Structural Engineer with the Federal Highway Administration, New Jersey Division Office.  She has 16 years of professional experience involving the design, construction, inspection and maintenance of bridges and structures.  She is responsible for administering the Nation’s fourth largest Federal-aid bridge program, in excess of $175 million annually.  Throughout her career, she has overseen the design and construction of several movable bridges in New Jersey, including the replacement of Route 7 over the Passaic River and Route 7 over the Hackensack River (Wittpenn Bridge), and the rehabilitation of Route I-280 over the Passaic River.  She has a BSCE degree from Penn State University and an MS degree in Structural Engineering from Rutgers University.

Janet Leli is a Project Manager for the New Jersey Local Technical Assistance Program at Rutgers University’s Center for Advanced Infrastructure and Transportation (CAIT).  She has been with the LTAP project since 1998, and is responsible for the technology transfer activities of the Center.  Ms. Leli is a graduate of Rutgers University (BA, 1997) and Rider University (MA, 2000).

Mr. Rohena received his Bachelor of Science in Civil Engineering from The College of Agricultural and Mechanical Arts of Mayaguez (CAAM) University of Puerto Rico, and his Master of Science in Structural Engineering from The George Washington University, Washington, DC.  He is a Registered Professional Engineer in Virginia. He is the Complex Structures Specialist at the FHWA Resource Center in Baltimore, Maryland.

Prof. Hani H. Nassif, P.E.has joined Rutgers University in the Fall of 1998. Prior to that, he has taught at Villanova University, Philadelphia, Pennsylvania, and worked on the University of Michigan team for the Calibration of the new AASHTO LRFD Bridge Specifications as well as the Ontario Highway Bridge Design Code (OHBDC). He received his Ph.D. degree from The University of Michigan-Ann Arbor, and his Master’s and Bachelor’s Degrees from The University of Detroit, Detroit, Michigan. He has several years of practical experience in the design and construction of sewage treatment plants and bridges. He is the Chairman of the Subcommittee on Design of Concrete Bridges of ACI 343 (bridges), Chairman of ACI Committee 348 (Structural Safety), Member of TRB Committee A2C05 (dynamics and field testing of bridges) as well as TRB A2C52 (Task force on seismic design of bridges). He is a registered professional engineer in the State of Missouri.

Jose is a graduate of the University of Dayton with a Bachelor of Civil Engineering degree.  He has been with the New Jersey Department of Transportation for 26 years working in various structural engineering disciplines.  He currently is responsible for care taking the NJDOT Bridge Design Manual and structurally related construction Specifications.  Jose has co-authored papers on high performance steel, high performance concrete and rapid bridge construction methods.  Jose serves on two NCHRP research panels dealing with design of elastomeric bearings and quality control of prestressed concrete strands.  He also is Structural Engineering’s liaison with NJDOT’s Bureau of Research, which has accomplished extensive structurally related research work for the Department.

 Nakin is a doctoral candidate at Rutgers, The State University of New Jersey in Structural Engineering with the emphasis on bridge structures.  He also received his B.S. and M.S. in civil engineering from the same university.  He has co-authors many publications on bridge instrumentation and high-performance materials for transportation structures.

Roy has twenty seven years experience with New Jersey’s movable bridges and is currently a Project Engineer with the Movable Bridge Engineering Group.  Among many rehabilitative innovations, the Movable Bridge Engineering Group of the NJDOT is directly responsible for the automation of New Jersey’s movable bridges.  Roy earned a two-year Diploma in Electronic Technology in 1970 and an A.S. Degree in Math/Science in 1990 from Brookdale College in New Jersey.

Roy is an active member of Heavy Movable Structures, Inc., an engineering information exchange organization dedicated to the movable structures industry.  He served as Secretary from 1993 to 2002 and is now serving the organization as Treasurer.  He has served on numerous technical committees and panels and has made technical presentations at the Biennial Movable Bridge Symposia, currently held in Florida.

Suhail got his first degree in Civil Engineering from Birzeit University, West Bank. Suhail worked as a structural Engineer for GMT Consulting Engineers for 2 years before moving to the Unite States to peruse his higher education. He finished his MS in Civil Engineering at Bradley University, Illinois, with emphasis on Bridges. Currently, Suhail is a doctoral Candidate at Rutgers, The State University of New Jersey. Suhail has co-authored several publications on integral bridges under cyclic loadings and seismic isolation of bridges. Suhail is a member of the Civil Engineering honor society Chi Epsilon and the honor society Phi Kappa Phi.

Mr. Anepete has been with the New Jersey Department of Transportation for 34 years and is currently a Supervising Engineer in charge of the Movable Bridge Engineering Group in the Bureau of Structural Evaluation.  He is also Vice President of Heavy Movable Structures, Inc., a membership organization specializing in information exchange for the movable bridge industry.  He has been a member of HMS since their inception in 1982.  He has served as a member of the Board of Directors and has chaired numerous committees for the Organization.
